Prof. Chair Sek-ying is the President of the Hong Kong Academy of Nursing, the Founding President and current Vice-President of the Hong Kong College of Cardiac Nursing.

Prof. Chair is also the Vice-Director of Research and the Head of Graduate Division of the Nethersole School of Nursing, The Chinese University of Hong Kong (CUHK). She is a Visiting Professor of Manchester Metropolitan University at UK, Shenzhen University and Sichuan University in China; and a Fellow of the American Academy of Nursing.

Her research interests focus on cardiovascular and critical care nursing. She has published over 140 peer-refereed journal papers and was widely invited to speak at international conferences. She was honoured with many prestigious awards including Cardiac Nursing Awards 2007 (First Prize of Excellence or Innovation in Acute or Critical Care, and Third Prize of Excellence or Innovation in Cardiac Intervention or Surgery) by the British Journal of Cardiac Nursing and British Association for Nursing in Cardiovascular Care, and Award of Excellence in Social Engagement 2013 and University Education Award 2016 by CUHK. She is also an Editorial Board Member of Asian Nursing Research and Journal of Research in Nursing; and an Honorary Editorial Board Member of Chinese Nursing Management.

Abstract

Development and Transformation of Advanced Practice Nursing in Kong Kong SAR, China

In Hong Kong, the advent of advanced nursing practice (ANP) can be traced back to 1990s with the introduction of the Nurse Specialist (NS) role in 1993 in the Hospital Authority (HA). In 2002, a new position named Advanced Practice Nurse (APN) was created to replace the positions of Nursing Officer and Nurse Specialist, followed by introducing the role of Nurse Consultant (NC) in 2008. As at 2020, there were around 120 NCs serving in 25 specialties, around 4,800 nurses providing advanced practice nursing in the HA.

In line with the international development in nursing specialisation, many nursing specialty organisations were formed in 1990s to provide specialty education to nurses and to set practicsing standards for ANP. In order to formalise the development of ANP in HK, nursing leaders from different sectors came together to start the statutory preparation work in 2006, and established The Provisional Hong Kong Academy of Nursing (PHKAN) in 2011. The name of PHKAN was officially changed to The Hong Kong Academy of Nursing (HKAN) in 2015. With the launch of the Voluntary Scheme on Advanced and Specialised Nursing Practice by Nursing Council of Hong Kong (NCHK) in 2021, the accreditation criteria and core competencies for the identified 16 nursing specialties are finalised. In fact, all the related information can be found in the NCHK website.

To move forward, I would like to explore the following with the audience:

  1. Are all factors contributing to the needs for ANP development in HK have been well addressed with the launch of the Voluntary Scheme on Advanced and Specialised Nursing Practice?
  2. Are all the accreditation criteria listed in the Voluntary Scheme on Advanced and Specialised Nursing Practice setting at an international level?
  3. Do we have enough preparation for developing new ANP roles and functions in HK?
