Prof. Jack NEEDLEMAN

Prof. Needleman is the Fred W. and Pamela K. Wasserman Professor and Chair of the UCLA Fielding School of Public Health Department of Health Policy and Management. He received his Ph.D. in Public Policy from Harvard University. Prof. Needleman is a health economist, political scientist, and organizational management scholar with expertise in health policy, modeling and measuring organizational variation in in quality, safety, and cost, and analysis of payment and market structure. Three of his first authored papers on nurse staffing and quality have been designated Patient Safety Classics by the US Agency for Healthcare Research and Quality. His research examines the costs of health care, determinants of quality in health care organizations, role of ownership and payment on the behavior of health care providers, and impact of payment and health reform on access and costs of health care. He is an elected member of the US National Academy of Medicine and honorary Fellow of the American Academy of Nursing.

Abstract

Public Policy, Economics, and the Quality and Cost of Health Care in relation to COVID-19

The COVID-19 pandemic placed major operational, organizational, and fiscal stress on health care institutions. With nurse staffing the largest single cost for most hospitals, fiscal stress in hospitals often translates into demands on the nursing workforce.  This presentation will discuss the economics of hospital nursing, the pressure COVID-19 placed on hospital finances, and the response of hospitals and public policy to address the challenges of COVID-19.
